As it has been already reported, Mr Arathoon Seth, the Chief Clerk in the Colonial Secretary's Office, and Clerk of the Executive and Legislative Councils, is now provisionally in charge of the Opium Department in the Treasury. Should that office become permanent, or should Mr. Seth be otherwise provided for hereafter, I believe that it will be possible to effect a considerable further saving by not filling up the place which he would vacate, as Mr Mitchell Innes, (the Cadet now studying Chinese), will be available early next year, and will be attached, at least for the present, to the Colonial Secretary's office.
